How to Combat Scam Rings

Develop an app — an AI automatic chat system to stall and engage scammers.

A button appears on the screen; when pressed, the AI immediately accompanies the caller with voice chat.

Collect the phone number and simultaneously update all databases.

When a remittance/account number is provided during the call, detect it and directly connect to bank and government databases; if it occurs more than X times, immediately freeze the account.

Connect the incoming caller number directly to the telecom company to suspend the line.

Key points:

  • Waste the scammers’ time as much as possible.
  • Scammers basically spray-and-pray to create as many victims as possible.
  • The time window to close a deal is critical.
  • Increase that time to make the scam no longer worth it and thus eliminate the trade.

Make scammers unable to tell on the next call whether they are talking to a real person or an AI, creating psychological burden and stress and lowering the probability of successful fraud.

As scam techniques evolve, AI will evolve in response, creating a self-perpetuating cycle.

Open-source the code.

Government funds development of the app.

Require every public agency and every public servant to help ask citizens to install it.

Force telecom companies to fund and establish the platform, and require all phones sold nationwide to have the app preinstalled.

Open all source code to public oversight and execution, for example: do not collect citizens’ phone numbers, personal voiceprints, or any phone privacy.
