Countries that possess weapons must pay taxes to an alliance made up of all the countries in the world, proportional to their arsenal and level of force.
An environmental‑remediation tax, a “planet regression” tax, a murder‑compensation tax.
The value of the weapons determines the tax at a 1:1 rate.
Those who refuse to pay are economically sanctioned by all other countries, completely isolated, and have their head of state replaced.
When any country in the world shows behavior that initiates a war,
this great alliance simultaneously issues a bounty notice —
wanted: this person or group.
As long as someone arrests this person, or provides information that enables arresting this person and bringing them to trial before the international assembly,
they will receive X% of all humanity’s wealth, never have to pay taxes for life, and be granted a passport and identity that allows free travel around the world, and a green card.
They will also be directly awarded three Nobel Prizes,
be granted a saintly title by a bishop,
receive all of humanity’s highest honors at once,
be given a private island, an airplane, and a yacht,
and be provided fifty bodyguards for life.
Thus, an ambitious dictator who wants to dominate the world becomes merely a dowry for others, an achievement booster for subordinates and aides who gain greater wealth, status, power, and accomplishment at his expense — a stepping stone.
When he discovers that every person in the world wants him in order to exchange for greater benefits,
who can he trust?
What can he do?
How can one person start a war?
How can one person stand against the entire world?
Dictators and those who start wars will only be fools — a joke.
