Most natural disasters are actually man-made disasters.

The public should donate money to private organizations,
using the donations to set up departments that monitor the government’s failures in these events.
They should publicly update, every day, the government personnel, the relevant units’ problem-solving, track progress,
and send people to the site like security guards to take photos, check in, and publish them on the website.
Government officials and civil servants are extremely foolish, lazy, incompetent, yet arrogant, and they bully the common people.
So the people have no choice but to use this method to restrain and supervise them.
A single donation of millions or tens of millions can hire staff to supervise this department for decades.
If the government tries to solve the problem on its own, it would require billions or trillions.
And the key point is—it still wouldn’t work,
because it’s a problem caused by people.
